Annual General Meeting 1977 Minutes Lancashire Constabulary Sports and Social Club. Annual General Meeting, Main Conference Room, Headquarters, Hutton. On 30th. June 1977. 1. Attendance Mr.T.Watkinson and 23 members of the Council whose names are recorded on the attendance sheet were present. Apologies were received from Ch.Supt . Real, PC.Hodgkinson, and PC. Alexander. 2. Minutes of previous meeting The minutes of the previous meeting having been circulated were signed and approved. 3. Matters arising Sgt.Bateson (H) raised the matter of sponsorship. Mr.T.Watkinson held the same view as the previous Chairman Mr. A. Atherton, and said he was not in Mr.Collins pointed out that the remarks made at the previous meeting referred only to the P.A.A. at Regional and National levels. 4. Secretary's report The Secretary's report having been circulated was accepted by the Committee. 5. Financial Statement (a) Balance Sheet Mr. Preston said that the Balance Sheet had already been circulated together with his report and the Auditors report, and the situation on the surface appeared quite satisfactory in that we had made a profit in the twelve months period of £1142. The cash assets of the fund were in excess of £10,000. He pointed out, however that we were still living in a period of high inflation and costs of all aspects of sport were rising. (b) Estimates A previous meeting with Sports Secretaries to consider the estimates for the current year. had resulted in cuts of over £1,000 being made in the estimates but despite this the net estimates approved were over £1,000 more than the previous years estimates. (C) Income‑Suggested enhancement At the same time the Treasurer said that our income which consisted primarily of proceeds from the lottery, the product of three fruit machines, sales of diaries, and per capita levy on Divisions were reasonably static, and it was felt that the time was opportune to look at ways of increasing the Club's income. He suggested that this could be done by increasing the charge for the hire of the Boxing rings to Divisions and Outside Bodies; by an increase in the per capita levy; and by increased support for the lottery. Considerable discussion took place on this subject. Whilst some Divisional representatives felt that as Divisional income was also reasonably static any further demand on Divisional finances would cause some embarrassment, others said there would be no problem. After further discussion it was agreed that before any action be taken to increase the per capita levy, the Honorary treasurer should circulate a paper to Divisional Chief Superintendents for consideration by Divisional Clubs. Their observations could then be considered at a future meeting of the Finance and General Purposes Committee who were given authority to act in this matter. (d) Lottery With regard to increased support for the lottery, it was felt that sufficient new members were not being enrolled and all members of the Constabulary who took part in Sport should be aware of the need to support the lottery. It was agreed that publicity would be given to the lottery by means of a circulation from Headquarters, which would be brought to the notice of all members of the Force by Divisional Club officials, and Sports Secretaries. The Chairman also undertook to ensure that this was brought to the notice of recruits joining the Constabulary. A question was raised as to the volume of prizes and the frequency of the draw and it was agreed that this should be further cnsidered by the Finance and General Purposes Committee, in due course. (c) Hire of Boxing Rings ‑ Revised Charges In connection with hire charges for the boxing rings, P.S. Bateson said that the current charge was £55 and it was suggested that an increase should be made to those Divisions who organized boxing tournaments which incorporated a dinner. The Hon. Treasurer asked that it would be appreciated from the accountancy side if a uniform charge instead of a scale of charges could be introduced and it was eventually agreed that the hire charge for the boxing ring to Divisions or outside bodies should be increased to £75. Approval was also given for the Chairman of the County Sports Club havi g authority to vary the charge or agree to no charge being made in a specific instance, e.g. where a local Boys' Club required the use of a boxing ring and it was obvious that a high fee could not be paid* (f) Constabulary Diary Some discussion then took place as to the possibility of increasing the income received from the Constabulary Diary. The Hon. Treasurer explained that when the diary was introduced in 1963, Lancaster Partners, the publishers, had agreed to supply the diary free of charge. The Finance and General Purposes Committee had felt that the diaries should be sold to members and 75% of the proceeds should be returned to divisional clubs. In addition, Lancaster Partners made a donation to the County Club which was currently at the level of £500. There was a demand amongst the members for more diaries which could be sold but it was pointed out that an the diaries were supplied free of charge, there was a limit to the number available although the Hon. Treasurer stated that he had succeeded obtaining 200 or 300 more diaries for 1978. Several members thought that a better deal on diaries could be obtained from a rival company and it was agreed that the Finance & General Purposes Committee should in due course look further into the supply of diaries to the Club. 6. Quayle Asst. Secretary Mr. J. Stott. 7. Appointment of Auditors Messrs. Moore and Smalley, the auditors to all the private funds of the Constabulary, were unanimously re‑elected auditors to the County Sports Club. 8. Notices of motion No notices of motion had been received. 9. Any other business The Secretary, Superintendent Quayle, reported that at the P.A.A. Annual General Meeting, Mr. Goodson, Secretary, had asked for suggestions from the Forces, for a function of some kind to celebrate the 50th Anniversary of the P.A.A. in 1978. A letter had also been received from Mr. P. Collins, Greater Manchester Police, Regional Secretary re a local function. Chief Inspector B. Woodend suggested that teams from different forces could take part in a form of "Sportstown" containing seven or eight sports in the form of a Regional and Inter Regional event. This suggestion was accepted, and the Secretary asked to reply to Mr. Collins letter accordingly. There being no further business the meeting closed at 3.30 p.m.
