3. MINUTES
The minutes of the last meeting held on 17 May, 1991 had been circulated prior to the meeting.
4. MATTERS ARISING
6. Treasurer's report
The treasurer requested an amendment to the end of the first paragraph of the treasurer's report to read:
".………….unless we were careful, we would eat into our reserves".
The minutes were then accepted as a true and accurate record.
5. SECRETARY'S REPORT
The Secretary circulated a full report (Appendix A) at the start of the meeting. He highlighted numerous outstanding achievements covering a broad spectrum of sporting disciplines which not only reflected great credit upon the individuals themselves but also upon the Lancashire Constabulary.
The secretary thanked Pauline Seed for her invaluable help in the day to day administration of the club. He also expressed the Club's appreciation to some of the forgotten people - husbands and wives for their encouragement and support, and to all the catering staff, ground staff, cleaners and other support staff whose work is so essential.
6. TREASURER'S REPORT
The Treasurer presented his accounts to the meeting. He commented that a small profit over the year of £247 had been made, and thanked the sports sections for keeping spending within their estimates.
Mr Helm pointed out that since October nobody had been doing the job of'-Assistant Treasurer and he expressed his appreciation to the staff of the Finance Department for all their support during this time. He apologised to sports section secretary's for not being able to provide the service they had received in the past when approaching an "overspend" position, and commented that in future a strict budget control system would be in operation.
The Chairman commented there had been a fall off in income, from fruit machines over the year and budgets would have to be monitored carefully. He was pleased with last year's response by all the sections scrutinising how everything had been spent. The Auditors and Treasurer had been through the Accounts which were clearly set out. Colour coding accounts would help in the future and this might be extended to the use of code numbers.
Chief Superintendent Metcalf asked for an explanation of the substantial variances between estimates and actual expenditure - the Treasurer commented that several sections had been extremely successful and had got through to PAA finals, which could not always been allowed for in budgeting.
A query was raised regarding bank charges and it was suggested that this would be a good time to look at an 'investment strategy and the best rates of interest available. The Chairman asked that any suggestions be forwarded to the Treasurer.
A proposition by Mr T. Kennedy, seconded by chief inspector woods, that the accounts be accepted, was unanimously approved.
7. CHAIRMAN'S REPORT
The chairman expressed his pleasure to have been in the chair for a second year. He thanked everyone for the many invitations he had received from different sections to attend events and said he had tried to get to as many as possible during the year.
The chairman added his own congratulations to wade Dooley for his achievements, and he also acknowledged all participants who competed and took part in sporting events in their own time, enjoying comradeship with fellow officers and officers from other Forces.
The Chairman also thanked the secretary and Treasurer for their support. David Helm had been working under great difficulties, and Colin Armstrong has done his Secretary's work as he does everything, with attention to detail and thoroughness.
Mr O'Connell commented that although Mr Armstrong was willing to be nominated as secretary again this year, owing to the imminent expansion within Personnel, the meeting should be looking to find a successor to take over from Mr Armstrong.
The Chairman commented that it was now time to look at the constitution and the club Rules which were about~60 years old. The rules were a little vague and he proposed that a modern Constitution for the Constabulary be established, and he would look for volunteers to form a working Party and investigate the matter.
Finally, Mr O'Connell said that it had given him great pleasure to serve in his chairman capacity this year, and, if nominated, it would be a pleasure to serve in the year ahead.
8. ELECTION OF OFFICERS
CHAIRMAN
The Secretary took the Chair and proposed ACC O'Connell to be Chairman of the Sports and Social Club. Seconded by chief Inspector Roberts. -Unanimously approved.
SECRETARY
PC A. Wilby proposed Superintendent C. Armstrong to be the secretary of the Sports and Social club. Seconded by PC N. Braithwaite. Unanimously approved.
TREASURER
Chief Superintendent R. Metcalf proposed Mr. D. Helm to be the Treasurer.
Seconded by chief inspector Woods. Unanimously approved.
ASSISTANT SECRETARY
Superintendent C. Armstrong proposed Mrs P. Seed to be the Assistant Secretary. Seconded by chief inspector Woods. Unanimously approved.
ASSISTANT TREASURER
Mr D. Helm proposed Mrs J. Curtis, who is presently on job sharing, seconded by Mr S. Heffernan. Unanimously approved.
9. APPOINTMENT OF AUDITORS
The Treasurer proposed that Messrs Moore and Smalley should continue as auditors. Seconded by Chief Superintendent Metcalf. Unanimously approved.
10. APPOINTMENT OF AUDITORS FOR DIVISIONAL SPORTS CLUBS
PS Taylor informed the meeting that prior to their Divisional sports and social AGM, they had requested that the Auditors conducted an audit but were informed that this could only be carried out on a date well after the AGM had taken place. It was only after this delay was questioned that the audit was brought forward.
As a result of this experience, the southern Division Sports and social-club rules were examined and it was found that they had no say on the appointment of the accountants who would audit their accounts. It was apparent that the company who were selected to audit the Constabulary sports and social club were also appointed as auditors of all Divisional Clubs. There was no rule which stated that the same auditor should or must be appointed and it was suggested that each Divisional club could select its own auditor.
The chairman commented that he was willing to look at the issue and asked if the problem was reflected across the Constabulary. Following some discussion, the Treasurer pointed out that the money had already been spent for this year, but that there was now a period of time before the next audit when it could be investigated fully together with the wider implications of the Constitution itself. This course of action was agreed and would be part of the terms of reference of the working Party examining the constitution of the Club.
11. SPORTS SECTION ESTIMATES 1992/93
The chairman commented that he was disappointed with the attendance at the Estimates Meeting the previous week, and asked if' this meeting was still necessary and of any value.
It was suggested that the Estimates' Meeting could perhaps be held prior to the AGM in future years.
The estimates were circulated and a proposition that they be accepted was proposed by PC Wilby, seconded by Mr S. Heffernan and was unanimously carried.
12. PARTICIPATION OF CIVILIANS IN PAA EVENTS
PC Braithwaite said that he would be attending the AGM of the PAA on 12th May, 1992 and one of the items for discussion was an amendment to the rules which would allow participation by civilians in PAA events. He asked for guidance on the casting of his vote at that meeting.
A long discussion followed at the conclusion of which it was decided that the proposed amendment should be supported in principle, subject to qualification about the practical difficulties this may cause in releasing civilian staff who were employees of county Council.
13. CHANGE-IN STATUS OF CATERING STAFF
The secretary said that it had been drawn to his attention that the catering staff are currently employed as L.C.C. civilian staff, but from lst June, 1992 they would be employed by an outside company. The question was raised as to their membership status of the Sports and social club.
General discussion took place on this issue and it was agreed that as the future of county councils was uncertain, it was decided that this matter should be discussed more fully by the working group looking into the rules and constitution of the Sports and social club.
The secretary proposed that in the interim period the canteen staff be made full members of the Sports and social club. This was seconded by Mr S. Heffernan and the motion carried.
14. ANY OTHER BUSINESS
The chairman asked for volunteers to form a Working Party to review the Sports and Social Club Constitution and club Rules. A copy of each Divisional club Rules was to be forwarded to the Secretary.
