MINUTES FROM PREVIOUS AGM HELD TUESDAY 10 JUNE 1997 Copies of these minutes were circulated with the 1996/1997 Annual Report to all Divisional and Sports Section Secretaries. Copies were distributed just prior to this meeting to all present. They were voted a true and accurate record. 3. MATTERS ARISING FROM MINUTES NOT ALREADY ON AGENDA There were no matters arising 4. CHAIRMAN'S REPORT FOR 1997 Mr Brindle thanked the Treasurer, Assistant Treasurer, the Secretary and members of the Management Committee, Divisional and Sports Section Secretaries for all their hard work in the past year. Everyone had worked hard to tighten up on budget estimates. Consequently revised systems of calculating income and expenditure and recent changes to the lottery contribution and prize structure has resulted in the Club financial position being restored to a healthy position. Mr Brindle also expressed that we should not be too complacent and continue to manage our budgets carefully. 5. TREASURER'S REPORT FOR 1997 Mr. Idris was pleased to circulate the audited accounts for 1997. In brief, a surplus of £5000 has resulted through better managed budgets with a decrease in expenditure and increase in income. Coupled with the predicted additional income from the revised Lottery has resulted in most Sports Sections receiving their requested budgets for 1998. This report voted a true record. 6. SECRETARY'S REPORT FOR 1997 Pc Steve Broadbent read his 1997 report to all outlining a selection of the achievements of the sports men and women in the force during 1997. A copy of this report will be added to his Annual Report to be circulated after the meeting. This report will contain full details of all the achievements of every Sports Section throughout 1997. 7. CONSTITUTION - UPDATE A draft of an amended constitution was circulated. A number of changes discussed at a recent Management Meeting were underlined in the draft. Mr Idris went through the various changes which mainly related to the change in financial year. Two slight amendments were added. The draft was proposed and seconded '''onblock''' as being now an accurate record. The complete version would be circulated within the 1997 Annual Report. 8. ELECTION OF GENERAL COMMITTEE i. Secretary of Sports Sections - All were elected. ii. One representative from Divisional Clubs - Insp. Graham Richardson re-elected. iv. Officers of the Club - as follows: 9. ELECTION OF OFFICERS i. Chairman - Mr. Brindle was duly re-elected. ii. Vice Chairman - Mr. Ghaffur was duly elected. iii. Treasurer - Mr. Taha Idris was re-elected. iv. Assistant Treasurer - Ms. Louise White was re-elected. v. Secretary - Pc. Steve Broadbent was duly re-elected. 10. ELECTION OF MANAGEMENT COMMITTEE i. One representative of Divisional Clubs - Insp. Graham Richardson was re-elected. ii. Two representatives of Sports Sections - Insp. Pete Zsigmond and Pc. Neil Braithwaite were re-elected. iii. Officers of the Club - As Item 9. iv. One Support Staff representative - Mr. Shaun Heffernan re-elected. 11. ELECTION OF REPRESENTATIVE TO PAA REGIONAL COMMITTEE Pc. Neil Braithwaite was re-elected. NB. NO OTHER NOMINATIONS WERE RECEIVED FOR ITEMS 9 TO 11 12. BUDGET ALLOCATIONS AGREED AT MEETING HELD 4 DECEMBER 1997 All Secretaries had already received notification of their allocations in December. These are detailed in the Treasurers report. Mr. Idris commented that there had been two late submissions which have now been approved and will be added to the auditors account. Approved and accepted by all present. 13. APPOINTMENT OF AUDITORS AND BANKERS Moore and Smalley Auditors and the National Westminster Bank were appointed. Details outlined in Treasurers report. 14. DIVISIONAL CLUBS - UPDATE OF CHANGES The secretary wanted to ascertain whether all Divisional Clubs were established within their new boundaries. He also asked whether the new financial year change had been implemented on time. The Divisional secretaries present confirmed that there had been a number of teething problems with the boundary changes. However, these had been addressed and it was hoped that the problems would be sorted during 1998. A number of divisions had apparently been late in closing their accounts for 1997. 15. SPORTS SECTIONS - MINUTES FROM AGM'S The Secretary asked all Sports Section representatives to kindly submit a copy of the minutes from their AGM each year. These would be retained for record purposes. 16. REMEMBRANCE DAY WREATHS Pc. Burrows asked that he bring to the notice of all Divisional secretaries that wreaths should not be paid out of Sports and Social funds. The cost should be met by Divisional Police accounts. 17. POLICE TRANSPORT AND FACILITIES FOR SPORT - UPDATE ON POLICY The Constabulary Policy Unit are currently looking at these items and will be issuing guidelines as to the use of police transport. The question of time off and facilities is also being looked at. In the meantime all Sections should continue as normal and use transport which they have budgeted for. 18. SPORTS AND SOCIAL CLUB ON THE INTERNET The Secretary informed all that he was currently constructing a Club website which will advertise details of all the activities of Sports Sections. Only police contact addresses and phone numbers would be used. The site is now on line and it is hoped the site would be fully updated by May. 19. ITEMS FOR WEEKLY ORDERS INCLUSION Pc. Broadbent reminded all that all sports items - fixtures, results and other information should be forwarded to himself for inclusion. A remainder that the deadline for the following Friday was the previous Monday. Pc. Broadbent had no objection to receiving enquiries at his home should there be difficulty in contacting him at work. 20. SLATE TROPHIES A 'stockpile' of small slate trophies ideal for prize giving were available for purchase from the Club at a reasonable price. 21. 'SPORTS PERSONALITY OF THE YEAR' AWARD 1997 The Chair formally announced that the secretary, Pc. Steve Broadbent had been duly nominated for the award by members of the Athletics Section. He gave extracts from a report submitted giving a resume of Steve's sporting and organisational achievements over the last 20 years. 22. ANY OTHER BUSINESS i. Ps. Critchley (Sailing) expressed concern over the exclusion of time off being allowed for his section members. Hopefully this matter will be reviewed correctly by the policy unit. ii. Pc. Broadbent asked that the new Rowing Section be formally included as an official Sports Section - also the Motor Club no longer exists. iii. Comment was made about whether the Rowing Section members be allowed 'time off' despite being and aerobic sport. Rowing is not included as one previously accepted for time off. Again - this matter would be reviewed as at (i). iv. Dc. Stirling expressed concern regarding the St George's fund being the responsibility of Divisional Clubs. MEETING CLOSED AT 4.40pm
