1.0 Introduction
This policy sets out the provisions for granting duty time facilities for sport and lifesaving. It covers police officers and police staff. Lancashire Constabulary recognises the contribution that participation in sport makes to a healthy workforce and will grant duty time in specified circumstances. Operational requirements will, however, always take precedence.
2.0 Aims

3.0 Policy Details
3.1 This policy applies to all police officers and police staff participating in divisional, County and Police Athletic Association activities. It does not apply to staff participating in sport with external clubs. Police officers who play sport on a professional basis should refer to the Business Interests (Police Officers) Policy (PIPELINE D 51125); police staff should refer to the Official Conduct Procedure (PIPELINE D 61029).
3.2 Duty time facilities for sport and lifesaving in qualifying circumstances are granted as a privilege subject to an individual's general conduct and performance being satisfactory and to the exigencies of the service.
3.3 Granting the facility will depend on the individual reciprocating by participating in events during off-duty time. The facility will be withdrawn if individuals participate predominantly in duty time.
3.4 While the duty time facility will only be granted in qualifying circumstances, participation in the full range of Police Athletics Association and Constabulary Sports & Social Club sports is encouraged and facilities will be provided accordingly.
3.5 Facilities for staff to compete in PSUK events at regional or national level and in County sport in duty time will only be granted in respect of the following sports:
Athletics
Boxing
Cross Country
Judo
Road running
Swimming
Water polo
Badminton
Cricket
Association football (11 a side only)
Lawn tennis
Rugby football (13 and 15 a side)
Table tennis
Weightlifting
Basketball
Cycling
Hockey
Netball
Squash
Volleyball
Wrestling.
3.6 A maximum of 4 hours duty time will be granted for County sport in any one week - this is extended to one day of 'special leave' but is subject to the final approval of the players divisional/departmental commander.
3.7 Only one male and one female team, of no more than five members each, will be allowed to enter the National Lifesaving Competition in duty time and will be allowed a maximum of 2 days training per year in duty time.
3.8 Facilities for non-participants are restricted to one manager and one trainer per team event. All other officials and spectators will be required to attend in their own time.
3.9 Facilities for participants on County sport will be restricted to include only the minimum number of reserves or substitutes required by the rules of the competition.
3.10 Duty time facilities will not be granted:
For divisional/ departmental sports activities.
To non-playing squad members e.g. injured players.
To managers, coaches or trainers in respect of sports involving individual participation.
To Sports Section Chairs, Secretaries, Treasurers. etc
To staff involved in administration and planning of events, other than for PSUK national and regional events and attendance at the AGMs of Sports Sections or other such meetings in accordance with the Sports & Social Club rules.
To referees, linesmen or scorers, unless failure to grant time off would result in cancellation of a national, regional or County event.
4.0 Responsibility
The Head of the Human Resources Department is the owner of the Policy and is responsible for ensuring it is implemented and for referring any proposed changes to the Policy through the corporate decision making process for agreement. Individual managers and supervisors are responsible for ensuring that the Policy is applied in their area of operations. Submission of applications
