County Club Secretary's Report 2002

Another year for excellent sporting achievements - highlights of these are detailed in my report
ATHLETICS & CROSS COUNTRY
This year must be one of the Athletics Sections most successful. There has been a general upsurge in interest in running and numbers attending various events organised by the section have been high. For example, the inter-divisional 10 kilometre road race held at Lancaster in July attracted nearly 100 entries from the force.
Here are some of the more notable victories won in the PAA Cross-country, 10 Mile, Marathon and Track and Field Championships:
The PAA 10 mile road race held in Edinburgh in September was one of the best ever attended with 16 members being supported to attend.
Lancashire almost swept the table of trophies.
PC Alison Crook won the women's national title
PC Darren Hale came 2nd in the men's
PC's Alison Crook, Cara Noone and Fiona Benn were 1st ladies team
PC's Adele Brooksbank, Ms Shirley Worrall and Ms Julie Yates were 1st women's veteran team
PS Dave Tonge was 4th veteran male
PC's Darren Hale and Alison Crook are worthy of a special mention as he was 4th and Alison was 2nd in the PAA Marathon in Belfast. Alison went from strength to strength and won the USPE marathon in Athens held in November.
In the Athletics track and field championships held in Exeter in July PC Jason Lobo won the gold medal in the 800 metres final and PC John Wiggans won a gold and two silver medals in the high, triple and long jumps.
The team also won bronze medals in the Medley Relay event.
BASKETBALL
The Club finished in a creditable third place in the Burnley & District Basketball League for the season 2001/2.
The Force played host to the PAA National Basketball Championships for Men in Blackpool in April this year. The event was attended by eleven visiting teams and was also the venue for the PAA Basketball Section AGM.
The Club continues to compete in the Burnley & District Basketball League for the season 2002/3, and has met with moderate success in the build up for the 2003 PAA Championships.
New players are always welcome at a variety of standards, so please feel free to contact the secretary, Peter Zsigmond by any of the means shown on the Force Intranet.

Fly Fishing
Well done to Dave Hodson who following his success in the 2001 PAA regional qualifier, fished in the 2002 National and International championships.
Congratulations to Chris Dzideck (retired) who came second overall in the 2002 PAA No1 region qualifier at Lynn Brenig and as a result will represent Lancashire at the National championships and England in the International championship events during the 2003 season.
The current fly fishing secretary will be resigning at the end of the 2003 season. At present there are no volunteers coming forward to run the club. Any interested parties please contact DC Dave Milburn. If nobody volunteers then regrettably the club will fold at HQs PAA and Sectional level. This will be a great shame as for the past few years Lancashire Officers have consistently managed to qualify and compete at National and International level.
Football
The Football Section operates two teams, a regular and a veteran's squad. The section has developed a fine pedigree over the years in PAA terms. The regular team has been national champions on 3 occasions, runners up once and are currently in the quarterfinals this year.
The veterans are currently national PAA champions, having won this competition on the last three occasions. They have also qualified for these season quarterfinals.
The regular squad participates every Saturday during the season in the West Lancashire Football League, associated cups and the Lancashire Amateur Shield.
The Football Section is regularly looking to recruit new players and anyone interested in joining the ‘back room’ staff. Please contact the secretary.
GOLF
The year started badly when we were knocked out of the British Police Team Championships in the first round by Merseyside.
In the annual challenge match with the golf squad of Myerscough College we managed to retain the trophy.
In the regional Hart Trophy we made it to the finals but were beaten by Cheshire.
The Palfrey Trophy, against GMP, was again won by ourselves, about the 10th year running!
In the PAA National Final we had six players representing the force and PC Ian Hill, for the third year running, made the top ten and was selected to play for the British Police team. The County medals were well supported this year and the culmination of
these led to the Chief Constables Final at Fairhaven Golf Club and this was won by DC Bob Thompson of A division.
27 golfers played in the medals and 22 represented the county in the force team.
Indoor games
During the last year the Indoor Games Section has had a limited involvement in competitions.
PS David Newton lost in both the (Table Tennis) Men's Singles and Veteran Singles semi-finals of the PAA National Championships held at Potters Leisure Resort, Norfolk March 2002 (home of the World Indoor Bowls Champs). This was
his last championship as a serving officer retired 31.3.02. However he intends to continue playing in the retired singles event.
He has won the Men's Singles event once, Men's Doubles once and the Veterans Singles event 3 times over the years. He also represented the Great Britain team against a very strong Sweden side (former European team champions) in March, winning 2 out of 4 matches.
David has just been selected as coach to the Great Britain team at the forthcoming Europeans Police Table Tennis Championships being held in Lille, France in June 2003.
During recent years there has been a decided decline in members of the force wishing to take part in Snooker, Darts or Billiards, can a item be placed on orders for any member who wishes to take part in any future events to contact myself via Steven Broadbent.
Motor Club
The Lancashire Constabulary Motor Club is affiliated to the Federation of British Police Motor Clubs in the same manner that we are associated to the Police Athletic Association. Like many other sports there seems to have been a decline in interests over the last few years but the Motor Club has been kept alive by a small but determined band of about 20 members.
Keith Shuck (Retired Traffic Sergeant), was elected as Vice-Chairman of the Northern Region of the FBPMC for 2002 and has just been re-elected for 2003.
Throughout 2002 members of the Section have assisted at various Rallies and Charity Events throughout the Region and have attended Regional Meetings representing the Constabulary.
A Lancashire Constabulary Motor Club Team was entered in two Motor Cycle Treks in 2002 –
Cleveland Police on 21/23rd June finishing in 7th Place overall.
Greater Manchester Police Trek on 13/15 September finishing in 6th Place overall.
Netball
Lancashire Constabulary Netball Team have not had as successful a year as they would have liked due to injuries and pregnancies. However this year is looking a lot better and new recruits are now asking to join us.
One achievement was winning the PAA Plate. The finals were held at Birmingham.
The PAA Tournament was hosted by ourselves in September 2002 at Edgehill College. It was a very successful weekend and 26 teams competed. ACC Finnigan presented the winning trophy to Derbyshire and the runner ups were GMP A We came in sixth place which out of 26 is a good result.
We are still looking for new player and I welcome any contact. Unfortunately we are trying to find a venue which is central to be able to continue our training. If anyone can come up with a suitable place I would be glad to hear from you.
Rowing
We currently have 30 members in our section and numbers are growing. I keep everyone posted on what is happening within our ‘virtual’ club via a regular emailing newsletter. Members are encouraged to send in their progress and achievements.
Everyone can train in their own time, setting themselves personal targets, be it for weight loss, as part of a general fitness programme or for competition rowing.
During 2002 our newly formed section competed for the first time with four rowers putting themselves through hell in preparation for the National Indoor Rowing Championships at the Birmingham NIA in November 2002. This is the world's largest event and was on SKY TV.
PC Pete Burke for Blackpool, a Goliath on the ‘ergo’ for over 10 years now, still got under 6mins 30sec for 2000metres at Birmingham. (Pretty good for a 45 to 49 yrs category rower) Also got a fantastic 2nd place at the Northern Championships held in Manchester in February 2003 with a 6.26s.
Pete was also a member of the record breaking 100,000 metre Team Challenge, competing for Royce's Gym at Wigan, beating the famous Leander Rowing Club world record.
DC Neil Ashton is progressing well in the 30 to 34 yrs category pulling a 6.24s in Birmingham. He also got a very credible 8th in Manchester
PC Julian Brassington and PC Mark Green have now joined the ‘sub 7 minute club’ for 2k metres. The sub 7 barrier is a ‘bit of a landmark’ if you have tried it.
There are no Police Athletic Association events so our competition is really tough competing in open categories against top class water rowers.
Insp Wayne Howard, the Secretary who recently formed the Section has been injured for 6 months but is now training hard to get back on form. He did however attend the ‘Advance Performance Ltd’ inaugural ‘Achievements Dinner’ in November held at the Barton Grange Hotel. He had been nominated for the ‘Personal Achievement Award’ for his multi gold medal winning success at the World Service Games in New Zealand and the World Police and Fire Games in Indianapolis during 2001. Attended by over 300 business people he won, and was presented with his award by Dame Mary Peters of Olympic gold fame from the Moscow Olympics. The company specialises in promoting ‘positive thinking’ via their courses. Something you definitely need in order to succeed on the Concept2 machine.
All the above rowers plus PC Sue Palmer (our only ‘rower’ who ventures out onto water) PC Simon Ashcroft and PC Ian Mounfield (water polo star) are committed to competing in the World Police and Fire Games in Barcelona in July 2003.
We are now holding free monthly squad training sessions, kindly donated by the Next Generation Club in Chorley.

The swimming section had another very good year in 2002 / 2003.
The results of the 2002 PAA National Swimming Championships are as follows: -

PC 245 Marshall - won all his masters events
Insp 6052 Simister - gained a first, second and a third in her master’s events.
PC 6198 Plummer - gained a second and third place in her master’s events.
PC 3245 Ashcroft, PC 350 Clayton, DC 1904 Sinclair and PC 1376 Brooks won the men’s medley relay and were second in the men’s freestyle relay.
PC 643 Plummer, PC 810 Briggs, DC 1904 Sinclair and DC 1830 Mounfield represented the Northwest water polo team and gained first place.
Due to the successful PAA championships the following officer were selected to represent the British Police in Norway in June: - PC Ashcroft, PC Clayton, DC Sinclair, PC Plummer, PC Briggs and DC Mounfield. The water polo team won the competition, PC Ashcroft won the 100m butterfly and PC Clayton gained second place in the 100m butterfly and 200m freestyle.
PC Ashcroft also represented the British Police at the National masters competition in Sheffield and was a member of the police team who won the medley relay for the 25 to 30 year old age group, falling fractions of a second short of the British record.
Tennis
An extremely successful year for the tennis section-building on previous years with increased participation and success at regional and national level.
PS 453 Paul Barnes from Central Division won the north-west regional men's singles championship held at Bolton by GMP and thereby qualified for the National Championships to be held in Cardiff.
Jenny Watling and Helen Canty from Southern Communications won the Ladies doubles and also qualified for Cardiff. Helen and Jenny were also selected to be part of the British squad and participated in a training event and match held at Nottingham in 2002.
PS 1274 Gibson from Eastern Division retained his national men's singles title (winning it for the seventh time) at Cardiff by defeating Ian Duggan from South Wales 6-2,6-2.He again represented the British police at Nottingham. Neil has also been co-opted on to the PAA National committee for tennis, representing the north-west region.
Other Events
Commonwealth Games 2002
Members of the club enjoyed an excellent evening at the track and field athletics held in the Manchester Stadium in July. The trip coincided with the Club's 50th anniversary year and it was appropriate that funds should be put toward allowing 50 members to enjoy this memorable sporting occasion. This was followed by a buffet supper at the headquarters bar.
The entire trip was a success and has sown the seed to allow funding of further events of a similar kind with a sporting theme in mind.
Internet Web Site
I am now pleased to say that 95% of the club site is on-line with only archive AGM minutes to upload.
The site now offers members the perfect platform to read about the club activities and communicate with divisional and county secretaries.
May I urge all secretaries to submit items and pictures for inclusion in the site to enable it to remain interesting and current.
