Treasurer's Annual Report 2003 By Treasurer - PC Steven Broadbent I will keep this report fairly brief as the annual audit speaks for itself in respect of details of income and expenditure during 2003. Expenditure In a word, success is our problem! This year, we have again spent more that we have earned in income. This has been mainly as a result of some sports sections having had another tremendous and successful year qualifying to Police Sport UK quarter, semi and final levels. Another factor is rising costs over the past few years - simply our income has stayed the same but costs have risen. As a result, we have eaten into our reserves. In my view, this is not entirely a bad thing as this is precisely what reserves are for. Income Income has fallen marginally - our main source being the lottery which has seen a small drop in chances taken despite the fact that we are recruiting as many members to the force than are retiring. Another source of income is the per-capita levy. The committee would really like to see this reduced to a minimum figure of £1 instead of the £2 imposed this year. Additional Expenditure It was agreed to spend some of our reserves on additional planned sporting functions. The World Police and Fire Games cost us around £4000. Reserves Our reserves are now around £13,500, a little lower than I expected for the year-end. I would like to see a reserve of between £15,000 and £18,000 by end 2005. Conclusion We all need to 'draw our horns in' just a little though at the same time we do not want to compromise our playing activities or hinder our success. We therefore cannot afford to eat into any more into our reserves so in order to do this the committee have decided to target four areas:- Increase the lottery subscriptions from 50p to 60p per chance (Agenda Item 14)
Ask each sports section secretary to encourage their members to play the lottery more so. I haven't checked but I can imagine there will be a number of our members out there who have minimal chances or don't subscribe to our lottery at all. I think it is only right that regular players should 'invest' in the club by playing the lottery.
The committee have decided to cut Sectional (opposition) meal expenses. (Funding has already been previously cut for our own players meals) This would save us around £1500 a year. The committee felt that providing meals following what are mainly 'same-day' local matches it perhaps a luxury. Our members will simply have to contribute themselves towards the opposition meals. Meals at Police Sport UK events will still be funded.
Finally, not to fund any additional events or spending during 2004.
These changes will hopefully put our spending back on track and hopefully allow us to reduce the divisional per-capita levy to £1 over the next two years. PC Steven Broadbent - County Club Treasurer
